Best AML screening software in the UAE: how to choose, and 8 tools compared
Last reviewed 17 September 2026 · 9 min read · By the RiskLens360 team
Choosing AML screening software in the UAE is not only about database size. A tool has to help you meet specific UAE obligations: screening against the UAE Local Terrorist List and UN Consolidated List fast enough to freeze within 24 hours, covering beneficial owners and counterparties, documenting every decision, and supporting goAML reporting.
This guide sets out what to look for, then compares 8 tools. To be upfront: we make RiskLens360, and it is one of them. Every row in the comparison uses only what each vendor states on its own website, checked on 17 September 2026.
1. Coverage of the lists UAE law actually requires
Targeted financial sanctions in the UAE apply to the UAE Local Terrorist List and the UN Security Council Consolidated List. Any tool you choose must cover both, and pick up updates quickly: when either list changes, the EOCN guidance requires screening immediately so that any freeze happens within 24 hours.
Global databases with millions of records are valuable, but check specifically how and how fast the UAE Local Terrorist List is loaded. OFAC, EU and UK lists matter too for many firms, and for those the EOCN guidance directs you to follow your supervisor's instructions.
2. Screening beyond the customer name
The EOCN guidance requires screening existing customers, prospects, former customers from the last five years, parties to transactions, ultimate beneficial owners, and directors or agents acting for customers. A tool should support bulk and periodic rescreening of the whole base, not only one-off name checks at onboarding.
3. PEP and adverse media for enhanced due diligence
Article 16 of Cabinet Resolution No. 134 of 2025 requires systems to identify whether a customer or beneficial owner is a politically exposed person. For foreign PEPs, and for domestic PEPs in high risk relationships, it adds senior management approval, measures to establish source of funds and wealth, and enhanced ongoing monitoring. PEP data and adverse media are how a tool helps you spot these cases. Check how a vendor defines PEPs and close associates, and how current its media sources are.
4. Match review, audit trail and reporting
A screening hit has to end in a documented decision: confirmed match, partial match or false positive. Look for match scoring, case management, escalation and a full audit log, plus support for the reports that follow: Confirmed Name Match Reports and Partial Name Match Reports in goAML for sanctions matches, suspicious transaction reports, and sector reports such as the REAR for real estate and the DPMSR for precious metals dealers. See how CNMR and PNMR reporting works.
5. Fit for your size, and accountability
Tools built for tier one banks can be expensive and complex for a real estate brokerage or a gold dealer. Consider pricing model, setup effort, whether an API is needed, and support in your time zone. If you are an AML service provider, ask about pricing for many clients.
Whichever tool you choose, the Ministry of Economy and Tourism's 2026 guidance for DNFBPs says the compliance officer remains fully accountable for understanding, validating and supervising external solutions. Ask vendors how they evidence list updates and matching logic, and where your data is stored.

- Check that beneficial owners, counterparties and former customers can be screened in bulk.
- Walk through a confirmed match and a partial match end to end, up to the goAML report.
- Confirm pricing for your volume, and where customer data is hosted.
Frequently asked questions
Is AML screening software mandatory in the UAE?+
The law requires the screening, not a specific tool. Financial institutions, DNFBPs and VASPs must screen against the UAE Local Terrorist List and UN Consolidated List and freeze within 24 hours of a designation, which is hard to meet reliably without software.
Which lists must UAE screening software cover?+
At minimum the UAE Local Terrorist List and the UN Security Council Consolidated List. Many firms also screen OFAC, EU and UK lists, following their supervisor's instructions for matches on those.
What should small DNFBPs look for?+
Coverage of the UAE lists, bulk and periodic rescreening, a clear audit trail for match decisions, support for goAML reporting, and pricing that fits a small volume.
How was this comparison compiled?+
From each vendor's own public website on the date stated. Anything we could not find is marked as not stated. We make RiskLens360, one of the tools listed.
